The 2021 Nebraska Missed Votes Scorecard

MISSED VOTES METHODOLOGY – NEBRASKA 2021

The Club for Growth Foundation publishes the “Missed Votes” scorecard so the public can see how often Nebraska’s elected state lawmakers show up to vote on legislation.

The Foundation looked at 822 votes in the Nebraska Unicameral Senate during the 2021 regular and special sessions. The votes were cast from 1/21/2021 – 9/30/2021. This is not an exhaustive list of votes. These floor votes include roll call votes on legislative bills and excludes procedural votes like dispensing of the reading of a bill and cloture motions.

On any single roll call vote, if the lawmaker voted YEA (“Y”) or NAY (“N”), then the scorecard counted the lawmaker as casting a vote (+).  If the lawmaker abstained or was not present or did not vote, then the scorecard labeled the lawmaker as missing the vote (-).

The Club for Growth Foundation makes no judgment on why a lawmaker misses votes. Lawmakers miss votes for a whole host of reasons, including medical issues, family concerns, prior commitments, purely political motivations, or other reasons. The Club for Growth Foundation has not analyzed why any lawmaker has missed a vote, and is simply publishing this quantified information for educational purposes only.

Due to situations such as retirements, personal issues, special elections, and appointments, there may be included lawmakers who have not served from start to finish. Their records are kept to showcase all members who voted during the legislative year.

There are inherent limitations in judging the overall qualifications of any legislator based on how many votes he or she has missed, and the Club for Growth Foundation does not endorse or oppose any legislator for public office.

Any mathematical discrepancies for these scores are due to rounding.
