Club for Growth Foundation Releases 2024 Indiana State Economic Scorecard

Washington, D.C. – The Club for Growth Foundation has released its 2024 Indiana state economic scorecard, offering Hoosiers an in depth look into each legislator’s voting record on economic issues in Indianapolis.

 

The Scorecard analyzes policies and votes to assign an Economic Growth Score from 0 to 100, with 100 representing the highest support for pro-growth policies. In 2024, the Foundation reviewed over 600 floor votes, scoring 13 in the Indiana House and 13 in the Indiana Senate.

 

“As a fellow Hoosier, it is concerning to see legislators in Indianapolis fail across the board when it comes to their approach to pro-growth economics,” said Club for Growth Foundation President David McIntosh. “Rather than focusing on local tax increases, crony capitalism, and expanding green energy programs, lawmakers must reexamine their priorities to ensure Indiana stays competitive for generations to come. Representatives who support these misguided policies must be held accountable.”

Indiana Senate:

  • Average Republican Score: 42%
  • Average Democrat Score: 22%
  • Highest Rated Republican(s): Sen. Tyler Johnson (SD-14): 74%
  • Highest Rated Democrat(s): Sen. Lonnie Randolph (SD-2): 40%
  • Lowest Rated Republican(s): Sen. Rick Niemeyer (SD-6): 32%
  • Lowest Rated Democrat(s): Sen. David Niezgodski (SD-10) 16%

Indiana House:

  • Average Republican Score: 38%
  • Average Democrat Score: 25%
  • Highest Rated Republican(s): Rep. Craig Haggard (HD-57) and Rep. Mike Speedy (HD-90): 64%
  • Highest Rated Democrat(s): Rep. Justin Moed (HD-97): 55%

Notable Pro-Growth Legislation:

HB 1376 – LOCAL TAX REFERENDA REFORMS

  • More protection for taxpayers from local tax increases
  • Any property tax changes (school referendums) must only be brought forth during a general election when voter turnout is higher

SB 4 – MODEST BUDGET AND REGULATORY REFORMS

  • Returns any unused spending in dedicated funds to the state General Fund if they haven’t been used over a two-year period
  • Requires a cost-benefit analysis of rules and regulations that surpasses $1 million
  • All costly regulations must be reviewed by the Budget Committee before they can be implemented
  • Increases in speed the process of agencies to lower or eliminate fees

SB 180 – CENTRAL BANK DIGITAL CURRENCY PROHIBITION

  • Prohibits any usage of a central bank digital currency by the Federal Reserve or any other state government entity

 

Notable Anti-Growth Legislation:

HB 1121 – NUMEROUS LOCAL TAX INCREASES

  • 1% food and beverage tax in Hammond and Cicero for over two decades that will cost $2.7 million on residents of both cities over three years
  • 33% tourism tax increase on Knox County
  • Repurposes revenue from a local income tax in Perry County for capital improvement projects

HB 1199 – EXPANDED CRONY ECONOMIC DEVELOPMENT DISTRICTS

  • Enlarges economic enhancement districts (EED) and gives the Governor more influence in the composition of the board
  • Tax exemptions for well-connected multi-family housing units
  • Implements a tax increase cap to $5.5 million per year for each EED

HB 1278 – EXPANDED GREEN ENERGY FOOTPRINT

  • A new taxpayer-backed revolving loan program under the Office of Energy Development (EOD) to enforce subsidized solar and wind projects
