Club for Growth Foundation Releases 2025 Florida State Economic Scorecard

Washington, D.C. – The Club for Growth Foundation published its 2025 Florida State Economic Scorecard, providing citizens of the Sunshine State with a detailed analysis of how lawmakers in Tallahassee vote on limited-government economic policies.

The Scorecard analyzes policies and votes to assign an Economic Growth Score from 0 to 100, with 100 representing the highest support for limited-government policies. In 2025, the Foundation’s study examined over 900 floor votes and, in the end, included 13 Florida House votes and 10 Florida Senate votes.

“In 2025, conservatives in Tallahassee excelled in promoting a limited-government economic environment,” said Club for Growth Foundation President David McIntosh. “Lawmakers in both chambers were able to repeal business rent and aviation fuel taxes as part of a broader effort that saved residents $428 million dollars, established programs that slashed wasteful spending, and reduced Florida’s debt by $830 million.  As we continue to release our state-level scorecards, we look forward to Florida’s sustained success for years to come and encourage other states take a page out of their playbook.”

HB 7031 – SIGNIFICANT TAX REFORMS

  • Repeals the 2% business rent tax and aviation fuel tax
  • Delays a looming tax on natural gas fuel

SB 2500 – FISCALLY RESPONSIBLE BUDGET

  • Authorizes $115 billion in appropriations for FY 2025-26, a 2.4% percent year-over-year decrease from the FY 2024-2025 budget

HB 701 – EXPANDED HOUSING SUBSIDY SCHEME

  • Expands the State Housing Incentives Program (SHIP) to mandate that political subdivisions at the local and county levels provide rental assistance subsidies to mobile home owners equal to six months’ worth of rental payments

SB 600 – NEW CRONY MANUFACTURING GRANT PROGRAM

  • Creates a new manufacturing czar within the Department of Commerce to engage in government-backed central planning efforts for Florida’s manufacturing industry
  • Establishes the Florida Manufacturers’ Workforce Development Grant Program to disperse taxpayer resources for government-preferred manufacturing initiatives
  • Establishes a taxpayer-funded marketing promotion for the planning efforts

SB 602 – NEW CRONY BUSINESS PROMOTION FEE

  • Requires the Department of Commerce to collect a $100 business fee from every registrant seeking access to a new manufacturing grant program that would fuel the Department of Commerce’s taxpayer-backed manufacturing scheme at the behest of a new government manufacturing czar
