Washington, D.C. – The Club for Growth Foundation has released its 2025 Virginia State Economic Scorecard, outlining the voting records of lawmakers in Richmond on economic legislation.
The Scorecard analyzes policies and votes to assign an Economic Growth Score from 0 to 100, with 100 representing the highest support for pro-growth policies. In 2025, the Foundation reviewed over 4,600 floor votes, scoring 20 votes in the Virginia House and 20 in the Virginia Senate.
“Despite efforts from conservative lawmakers, Virginia failed to pass any meaningful pro-growth economic policies during the 2025 legislative session,” said Club for Growth Foundation President David McIntosh. “Rather than making Virginia more competitive, lawmakers hiked spending by 4.5%, ballooning Medicaid spending, and poured even more taxpayer dollars into crony corporate handouts. They then opened the door for local tax hikes to fund school renovations and turbocharged public-sector unions by repealing the ban on collective bargaining—forcing state agencies and municipalities into mandatory negotiations. Virginia lawmakers must reevaluate their priorities to reverse this dangerous course that will set Virginia back for years.”

HB 1600 – MISSED OPPORTUNITY BUDGET AGREEMENT
- Total spending is at $185 billion, a 4.5 percent increase from the previous budget passed last year
- Includes $135 million in meritless salary increases for K-12 teachers
- An additional 1.5 percent meritless salary increase for government workers
- Increases spending on Medicaid by an additional $602 million
- Infuses an additional $20 million for the crony Virginia Business Ready Sites program
- Provides an additional $75 million for colleges and universities to artificially reduce tuition
HB 2764 – SUPERCHARGING GOVERNMENT UNIONS
- Repeals the state’s prohibition on collective bargaining by government employees
- Creates the Public Employee Relations Board
- Requires state agencies and municipal governments to engage in mandatory collective bargaining
- Transforms individual medical assistance providers into government employees under the state Medicaid program
SB 1307 – SIGNIFICANT STATEWIDE LOCAL SALES TAX INCREASE
- Allows any municipality to impose a new 1 percent sales tax for school-related construction projects or renovations of school facilities through local referendums and approval
- Eliminates the requirement that the new tax have an expiration date
