Washington, D.C. – The Club for Growth Foundation has released its 2025 State Economic Scorecard for Wyoming, analyzing how lawmakers from the Cowboy State handle economic policies in Cheyenne. Andrew Rice covered the release in an exclusive report for Center Square.
The Scorecard analyzes policies and votes to assign an Economic Growth Score from 0 to 100, with 100 representing the highest support for pro-growth policies. In 2025, the Foundation reviewed over 875 floor votes, scoring 19 votes in the Wyoming House and 13 in the Wyoming Senate.
“Wyoming lawmakers delivered meaningful results, including an expansion of education savings accounts from $6,000 to $7,000, providing significant property tax protections, and passing unemployment insurance reforms in 2025 to boost the State’s economic outlook and promote growth in the Cowboy State,” said Club for Growth Foundation President David McIntosh. “While these policies are a step in the right direction, substantial spending increases to the Wyoming Innovation Partnership and a $206 million boost in school capital construction projects threaten this progress. To best position Wyoming for sustained future success, bloated budgets and excess spending must be quelled in future legislative sessions.”

HB 199 – EXPANDED EDUCATION SAVINGS ACCOUNT BILL
- Enhances the previously enacted Wyoming Education Savings Account Program by implementing universal eligibility and increasing annual funding from $6,000 per student to $7,000 per student
- Expands ESA services beyond tuition, books, and tutoring to include online learning programs, and prohibits use for afterschool daycare programs
HB 282 – STRUCTURAL PROPERTY TAX PROTECTIONS
- Implements tiered fair market valuations for property tax assessment purposes, pegged at the lesser of 2 percent or the Consumer Price Index rate for the applicable year
SF 175 – SIGNIFICANT UNEMPLOYMENT INSURANCE REFORM
- Lowers the maximum number of weeks individuals may receive UI benefits from 26 weeks to a new, lowered maximum of 20 weeks
- Changes the commission’s priorities within the Department of Workforce Services to focus on “reemployment” as opposed to “unemployment” policies

- Increases spending for the Wyoming Innovation Partnership (WIP) from $15 million to $20 million
